Washington State require that you fill out an application for license plates immediately upon establishing residency.  The fee you pay will depend upon the current value of your automobile.  The license plate tags are renewed annually.  Registration renewal can be handled by mail.  You will also be required to pass an auto emission test, which can be taken at :
